Key IOHE Meetings and CAIE Canada-2017
Montreal, Canada. 10/23/2017.- The most important strategic gatherings held by the Inter-American Organization for Higher Education (IOHE) since the adoption and implementation of its Strategic Plan 2017-2022 took place October 10 2017 at the Université de Montréal, which also serves as IOHE’s permanent headquarters. These meetings were the 76th Board of Directors Meeting and the 37th General Members Assembly, which were held as preambles to the fifth edition of the Conference of the Americas on Higher Education (CAIE Canada-2017), of which IOHE is the current Executive Secretariat.
With its multisectoral focus and emphasis on questions related to research and innovation, a large number of IOHE members mobilized in support of the event and a total of approximately 645 delegates from 29 countries participated, making it the largest and most important gathering for the internationalization of higher education on the continent, with representatives from various national government entities and international organizations, as well as from the industrial sector.
During the Board of Directors Meeting under the leadership of Dr. Allan Cahoon, president of Royal Roads University and out-going president of IOHE, the Organization’s governing bodies consulted on strategies to adopt and plans to pursue in the immediate future as well as presented key reports for the Organization.
The meetings also included reports on the actions undertaken in recent months by IOHE’s Executive Secretariat, its four programs (the Institute for University Management and Leadership – IGLU, the College of the Americas – COLAM, CAMPUS, and the Space for Women Leaders form Higher Education Institutions in the Americas – EMULIES), and the work carried out by its Regional Vice-Presidents . The Organization’s 2018 Plan of Activities was also developed during these meetings.
The General Members Assembly gathered over 100 representatives from 80 higher education institutions across the Americas, including approximately 40% of whom were observers. During the meeting 23 new memberships were approved and the election of IOHE’s governing bodies was ratified. In addition, IOHE’s presidency was formally handed over to Dr. Óscar Garrido, President of Universidad de Los Lagos, Chile, who succeeds Dr. Cahoon. The incoming President Garrido stated, “It is a great honour for me to be the first Chilean president in the history of IOHE. Symbolically, the act of changing leadership from the Canadian North to the Chilean South demonstrates our truly Inter-American character. At the same time, it is an occasion for the Organization, and for myself, to work to reinforce both our presence and relevance across the continent."
Under the current leadership of Dr. Garrido, IOHE’s governing bodies are composed of university presidents from some of the most well-regarded universities on the continent:
- Central America: Marcelo Prieto Jiménez, President, Universidad Técnica Nacional, Costa Rica;
- Brazil: Interim Regional Vice-President*: Dr. Sebastião Salésio Herdt, Universidade do Sul de Santa Catarina;
- Canada: Jacques Frémont, President, University of Ottawa;
- Caribbean: Miguel Fiallo Calderón, President, Universidad Nacional Pedro Henríquez Ureña, Dominican Republic;
- Colombia: Germán Anzola Montero, President, Universidad de Ciencias Aplicadas y Ambientales;
- Southern Cone: Héctor Floriani, President, Universidad Nacional del Rosario, Argentina;
- United States: Federico Zaragoza, Vice-Chancellor, Alamo Colleges;
- Mexico: Tonatiuh Bravo Padilla, President, Universidad de Guadalajara;
- Andean States: Mauro Toscanini, President, Universidad Católica de Santiago de Guayaquil, Ecuador.
*During the meeting homage was paid to Dr. Luis Carlos Cancellier, President of the Universidade Federal de Santa Catarina UFSC and vice-President of the Brazilian Region, who passed away on October 2nd, 2017. Dr. Herdt will occupy the position of Dr. Cancellier as intermediary until the 38th General Member’s Assembly scheduled for October 2018.
The profound contributions of Dr. Cahoon and the out-going Executive Director of the IGLU Program, Dr. Miguel Escala were also acknowledged during the General Assembly. Dr. Cahoon was a member of COLAM’s Governing Council and served as the Regional Vice-President for Canada before becoming president of the Organization from 2014-2017. Dr. Escala was the Executive Director of IOHE’s longest-standing program from 2013 to 2017 after having served as Regional Vice-President for the Caribbean from 2008 to 2010.
Presentation of the Inter-America Award at CAIE Canada-2017
As has been a custom of CAIE, the Inter-America Award was given to Ms. Roberta L. Jamieson, an Indigenous Canadian woman from the Mohawk Nation, for her pioneering work in the area of human rights for Indigenous peoples and the establishment of scholarship programs that facilitate access to higher education among Indigenous populations. Reflective of the Award’s Inter-American character, Ms. Jamieson received an Indigenous-crafted “smiling face” sculpture donated by Mexico’s Universidad Veracruzana.
