FIRST MEETING ON RESEARCH INCUBATORS AND PART-TIME DOCTORATES

   INTRODUCTION

The IOHE, which was was founded in 1979 and inspired by Gilles Boulet, is currently the only higher education organization that covers the entire continent of the Americas. As stated in the 2006-2010 Strategic Action Plan, the IOHE is committed to providing a regional mechanism for academic excellence, collaboration, and inter-university mobility. Within this framework, it may be said that innovative scientific and technological development is one of the key pillars of the organization. Indeed, it is also one of the primary goals of HEI in Latin America. However, there is not much evidence to suggest that universities have experienced sustained growth in this field, or  that significant progress has been made. For this  reason, the IOHE  is in an ideal position to  promote a set of regional strategies.  In this way, the organization can address local needs and faciliate the discussion of succesful experiences. As a result,  new initiatives can be implemented that directly impact the development of innovation, science and technology.

The 'First Meeting on Collaborative Doctoral Programs and Research Incubators' was attended by HEI in the Americas, Europe and Africa.  The event provided atendees with an opportunity  to exchange opinions and determine joint collaborative mechanisms. The  main aim was to create linkages that aided that  problem solving at  Latin American Higher Education Institutions in  innovation, science and technology.

   OBJECTIVES

The meeting was helkd within the context of the aims of the IOHE in that it supported Latin American scientific and technological development. There were  two ways of doing this: one was to promote the implementation of RESEARCH INCUBATORS. The other option was to assist in advanced Human Resources development by offering  COLLABORATIVE DOCTORAL PROGRAMS.


The IOHE Meeting offered participants an opportunity to:

    • Discuss and exchange  successful or consolidated experiences of scientific development at universities and research centers.
    • Promote strategies and mechanisms for the development of advanced training initiatives, i.e.  for professors and researchers (Latin-American) as well as for policies and their results - to promote research incubators.
    • Discuss strategies and finance mechanisms for research incubators and doctoral-level training programs  for professors and researchers.
    • Lay the foundations for a consortium of institutions and entities that are committed to supporting the IOHE Collaborative Doctoral Programs and Research Incubator Program.

 PROGRAM FORMAT

The meeting will consist of panel discussions, thematic workshops,  round table discussions, case studies, needs analysis and PhD offers, as well as  funding possibilities and alternative means of collaboration.

  PARTICIPANTS

  • Latin-American “client” universities with an interest in establishing quality research and development programs.
  •  American and European “provider” universities interested in promoting and developing joint research and development programs based on the local needs of the client HEI  in general.  More specifically, to promote collaborative doctoral  programs and research incubators. 
  • Support agencies and funding bodies interested in facilitating the process or partially financing joint programs for research and development, ie. colaborative training.
