To establish Common Areas of Higher Education in association with Higher Education Institutes and Institutional Networks.

VISION

 To manage political and academic policies for the creation of physical or virtual areas of Higher Education in general; and, more specifically, the Latin American and Caribbean Area of Higher Education.
