Panama Meeting

Sixteen organizations related to Higher Education in the Region, including the Dominican Republic’s Ministry of Higher Education, Science and Technology and the Latin American Parliament (Parlatino), officially signed the Declaration of Panama on November 7, 2008.
The document summarizes the proposal by IESALC-UNESCO, the Inter-American Organization for Higher Education (IOHE), and the Union of Latin American and Caribbean Universities (UDUAL).
The agreements made during the Work Session for the creation of ENLACES affirm that:
*Attendees of the Work Session agreed to set up ENLACES with the signing the Declaration of Panama.
*Each participating group (ministers, members of Parlatino, university networks, Ibero-American networks, and international bodies) agreed to provide the necessary governmental, political and legal support, and any seek any other means that contribute to the viability of ENLACES.
* Each institutional representative would identify the activities and initiatives that are being carried out and promote a business agenda for scientific and technological development, i.e. as the strategic goal of ENLACES.
For ENLACES to be implemented, the following stages are required:
First, that the parties agree to support the creation of a Technical Committee coordinated by IESALC-UNESCO-OUI and UDUAL. Second, that there is a follow-up on ENLACES’ political and academic agenda to elaborate a general agenda of activities. This consists of a pre-arranged meeting with the maximum number of participants. The main purpose of this meeting is to write up a progress report and ENLACES proposal for the 2009 World Conference of Higher Education in Paris.
The key strategic lines of the technical committee are:
1) Science, Technology and Innovation (linkages with the university and society)
2. Skills, curricular harmonization and credits (mobility, quality, linguistic policies, and legislation)
3) Information Systems and Statistics
4) Political and Network Support
